OBVERSE
Description. On a circular Bronze metal and enamel device 3 inches (7.62 cm) in diameter, edged in the shape of a finger wheel on an enigma machine, within a blue designation band inscribed arching around an eagle NATIONAL SECRUITY AGENCY and along the base four bronze stars, an American eagle displayed supporting a shield with the arms of the United States (paly of 13, a chief.) standing on a gold keys.

Symbolism. The American bald eagle displayed supporting a shield with the arms of the United States is an honored national symbol and here stylized after the eagle used on the National Security Agency emblem. The key is a traditional symbol of mystery and enigma and of having a task to be performed and the means and knowledge to carry it out. The outer edge is shaped as a finger wheel on an enigma machine. 

REVERSE
Description.  A circular Bronze metal and enamel device the outer edge shaped like a finger wheel, within arched letters within the center disc inscribed IN RECOGNITION OF YOUR SUPPORT TO THE NATIONAL SECURITY AGENCY FOR MAINTAINING CRYPTOLOGIC READINESS IN THE DEFSENE OF THE STRATEGIC INTERESTS OF THE UNITED STATES. In the center four keys fretted, two in parallel horizontally and two in parallel vertically; the wards of each pair in counter-position to the other, forming a square. Beneath all a rectangle for recipients name.

Symbolism: The four keys are arranged to form a square all facing different directions to symbolize being strong and looking out in all directions.
